BP14B – Dunning rules enforcement

Overview

Dunning rules enforcement is a subprocess of the BP14 - The Governance Authority bills data space Participant process. It covers the monitoring of a Participant’s credit status after billing initiation has been completed by the Governance Authority billing system. Simpl-Open retrieves the relevant status, records it against the corresponding Participant and billing reference, and determines whether Dunning rules need to be applied.

Actors

The following actors are involved:

  • Governance Authority
  • Governance Authority billing system

Assumptions

The following assumptions are made:

  • The Governance Authority billing system is operated externally. 
  • Simpl-Open can retrieve Participants' credit status from the Governance Authority billing system and records it at logging level for auditing purposes. 

Prerequisites

The following prerequisites must be fulfilled:

  • Data space Governance Authority is configured (BP02).
  • The Governance Authority has configured a monetisation model and its associated Dunning policy (BP02E) for the data space before the execution of this process.
  • Participants have accepted the applicable commercial and participation terms (including Dunning policy) (BP03A). Note that this agreement can happen post-onboarding as a monetisation model can be activated or updated after the onboarding (BP02E)

Trigger Participant's credit status monitoring

Simpl-Open monitors credit status. 

BP14B.01 Credit status retrieval

Simpl-Open retrieves a Participant's credit status from the Governance Authority billing system.

BP14B.02 Dunning rule evaluation

Where the status indicates an unresolved status, Simpl-Open evaluates the applicable Dunning rules to be enforced.

BP14B.03 Dunning rules application

Based on the applicable Dunning rule and severity level, Simpl-Open triggers the required follow-up action and notifies the Participant

This may include: 

  • Warning notification to the Participant

  • Grace period activation

  • Restriction of publication services

  • Restriction of search and discovery services

  • Restriction of access to selected Governance Authority services

  • Tier limitation or downgrade, where applicable

BP14B.04 Credit status clearance and restoration

Simpl-Open continues monitoring the credit status of the Participant after Dunning rules have been applied. Once the credit status indicates the credit status has been cleared, further Dunning rules escalation is stopped, any temporary restrictions are lifted, and the Participant is notified accordingly.

Outcomes
  • Enforcement actions applied: Access to selected Governance Authority services is restricted according to the Dunning policy. 
  • Enforcement actions lifted: Upon credit status clearance, all enforcement actions are reversed and services are restored.
