BP14A - Payable Event detection and billing initiation
To help understand the content of this document, readers should familiarize themselves with the key definitions and actors.
Overview
.
Payable Event detection and billing initiation is a subprocess of the BP14 - The Governance Authority bills data space Participant. It covers from the identification of a Payable Event for a Participant through to initiating invoice generation with the Governance Authority's billing system. Simpl-Open detects the event, which corresponds to the billing triggers configured through the active monetisation model (BP02E), records the Payable Event, generates billing data from the monetisation model and options accepted by the Participant and the Payable Event, and stores it for auditing and traceability purposes. As a general rule, each time a monetisation model configuration is assigned or updated for a Participant (regardless of the reason), a Payable Event is triggered. The exception is the transaction-based model, where a Payable Event is also generated each time a contract is established. Simpl-Open does not generate or retain the invoice itself, the Governance Authority billing system owns invoice generation.
For instance, some examples by monetisation model of Payable Events that may trigger billing initiation include:
- One-off fee model: A Participant gets onboarded, therefore a single flat fee is charged based on their plan.
- Subscription-based model: The billing frequency and subsequent billing frequency changes trigger payable events, allowing the Governance Authority billing system to charge the recurring fees.
- Transaction-based model: A contract is established within a data space, therefore the billing data required to calculate the fee for this transaction is gathered.
- Tiered/freemium model: A Participant is approved into a tier, or moves between tiers, therefore the billing data required to calculate the fee for said tier is gathered.
Actors
The following actors are involved:
- Governance Authority
- Data Space Participant (Provider or Consumer)
- Governance Authority billing system
Assumptions
The following assumptions are made:
- Logging & monitoring: The information required to generate the billing data is available to the data space Governance Authority.
- The Governance Authority billing system is operated externally, while Simpl-Open acts solely as the initiating and monitoring party.
Prerequisites
The following prerequisites must be fulfilled:
- Data space Governance Authority is configured (BP02).
- Monetisation model is configured and active: The Governance Authority has configured a monetisation model and its associated Dunning policy (BP02E) for the data space before the execution of this process.
- Participant onboarded: Participant has agreed on the monetisation model and selected a tier and periodicity (if applicable) (BP03A). Note that this agreement can happen post-onboarding as a monetisation model can be activated or updated after the onboarding (BP02E).
Details
The following shows the detailed business process diagram and gives the step descriptions.

Trigger Payable Event detection
Simpl-Open monitors the data space for Payable Events in accordance with the active monetisation model associated with each Participant. When a Payable Event trigger is detected, the billing process is initiated and the corresponding next step is executed.
BP14A.01 Prepare and store billing data
Upon detection of any of the Payable Event triggers mentioned above, Simpl-Open compiles a set of Payable Event data, which will be made available to the Governance Authority billing system. The relevant billing data may include:
- Relevant billing data extracted from the monetisation model and options accepted by the Participant and the Payable Event.
- Information about the Participant.
- Reference to the monetisation model agreement.
Simpl-Open stores the billing data for auditing and traceability purposes.
BP14A.02 Make billing data available to the Governance Authority's billing system
Required billing data is made available to the Governance Authority billing system. Outside of the scope of Simpl-Open, invoices are generated based on the sent billing data and presented to the Participant for payment.
BP14A.03 Send billing data to Participant
The Governance Authority sends the prepared billing data to the Participant.
BP14A.04 Store billing data in the Participant's Simpl-Open Agent
The received billing data is stored in the Participant's Simpl-Open Agent for auditability and traceability purposes.
Outcomes
- Billing data is stored: Billing data is stored within Simpl-Open on the Governance Authority side and Participant´s Simpl-Open agent for auditability and traceability.
- Billing data is made available: The prepared billing data is made available to the Governance Authority billing system, so that the invoice can be created and sent to the Participant from there.
