SA11 - Participant's configuration of the monetisation model is modified

To help understand the content of this document, readers should familiarize themselves with the key definitions and actors.

Overview

This supporting activity enables data space Participants to modify their monetisation tier and billing schedule periodicity within a data space.

Simpl-Open provides two types of monetisation configuration changes:

  • Tier modification

To support tier modification of a Participant operating under a tier-based monetisation model. A Participant's tier is changed, either at the Participant's request (upgrade or downgrade, subject to Governance Authority approval) or at the Governance Authority's initiative. The Governance Authority has the authority to approve, deny, or request clarification on Participant-initiated modification requests, and may unilaterally apply a tier change where contractually permitted as a Dunning consequence. In addition, configuration changes take effect immediately and tier changes can impact the Participant's access to data space services.

  • Subscription periodicity modification

To support Participants operating under a subscription-based model in requesting modifications to their invoicing cycle periodicity (for example, switching from monthly to annual billing), provided that multiple periodicity options have been made available.

Actors

The following actors are involved:

  • Participant (Provider or Consumer)
  • Governance Authority

Assumptions

None.

Prerequisites

The following prerequisites must be fulfilled:

  • Governance Authority ready for operations: Data space Governance Authority is configured (BP02).
  • Model configuration activated: The Governance Authority has configured a monetisation model and its associated Dunning policy (BP02E) for the data space before the execution of this process.
  • Participant onboarded: Participant has agreed on the monetisation model and selected a tier and/or a billing periodicity (BP03A). Note that this agreement can happen post-onboarding as a monetisation model can be activated or updated after the onboarding (BP02E).

Details

The following shows the detailed supporting activity diagram and gives the step descriptions.

Governance Authority requests modification of the monetisation configuration as a result of Dunning scalation

This activity is triggered by the Governance Authority submitting a modification request of a Participant's monetisation configuration after a Dunning rule condition requiring a tier change is detected.

Participant requests modification of the monetisation configuration

This activity is triggered by a Participant submitting a modification request of their monetisation configuration.

SA11.01 Governance Authority requests tier modification

The data space Governance Authority may request to modify a Participant's tier, as a consequence of Dunning rule enforcement.

SA11.02 Participant requests tier modification

A Participant may request to downgrade or upgrade their own tier.

SA11.03 Participant requests subscription periodicity modification

The Participant, operating under a subscription-based monetisation model, may submit a request to the Governance Authority to modify their billing schedule periodicity.

SA11.04 Validate modification request

The Governance Authority validates the modification request. For Participant-initiated requests, the request is assessed against the applicable commercial terms and, for periodicity changes, against the periodicity options configured in the monetisation model. For Governance Authority-initiated tier changes under the Dunning policy, the applicable conditions are evaluated automatically.

SA11.05 Inform Participant about the outcome

The Governance Authority notifies the Participant of the outcome. For Participant-initiated requests, this is the approval or denial. For Governance Authority initiated tier changes under the Dunning policy, the Participant is informed of the change applied and the reason for it.

SA11.06 Monetisation configuration modification applied

Following validation, the tier or periodicity change is applied immediately, whether Participant-initiated or triggered by the Governance Authority in accordance with the Dunning policy, with corresponding adjustments to service access and billing.

Outcomes

  • Configuration modification is applied: Upon modification request approval, tier or periodicity changes are applied immediately, with corresponding adjustements to service access and billing. The Participant's monetisation configuration is updated in the data space governance records, reflecting the new tier or periodicity and its effective date.
  • Participant is informed about the outcome: The Governance Authority notifies the Participant of the outcome for Participant-initiated requests. For Governance Authority-initiated changes, the Participant is notified of the change applied and its reason.
