BP14 - The Governance Authority bills data space Participant

To help understand the content of this document, readers should familiarize themselves with the key definitions and actors.

Overview

This Business Process covers the end-to-end monetisation lifecycle within the data space. It includes the detection of "Payable Events" and initiating the appropriate external invoicing process, as well as the ongoing tracking of invoice credit status and enforcement of Dunning rules to ensure compliance with the data space monetisation agreements (BP14B), covering credit status retrieval, status update, Dunning rule evaluation, enforcement, and restoration.

Actors

The following actors are involved:

  • Governance Authority

  • Data Space Participant (Provider or Consumer)

Assumptions

The following assumptions are made:

  • The Governance Authority billing system is operated externally, while Simpl-Open acts solely as the initiating and monitoring party.

  • Credit status is retrievable by Simpl-Open from the Governance Authority billing system.

Prerequisites

The following prerequisites must be fulfilled:

  • Data space Governance Authority is configured (BP02).

  • The Governance Authority has configured a monetisation model and its associated Dunning policy (BP02E) for the data space before the execution of this process.

  • Participant has agreed on the monetisation model and selected a tier and periodicity (if applicable) (BP03A). Note that this agreement can happen post-onboarding as a monetisation model can be activated or updated after the onboarding (BP02E).

Details

BP14A -  Payable Event detection and billing initiation

It covers the process from detecting a billing-triggering Payable Event for a Participant to making billing data available to the Governance Authority's billing system for external invoice generation. Simpl-Open identifies and records the Payable Event, generates the corresponding billing data as per agreed monetisation model and selected options, and stores it for audit and traceability. Invoice generation and retention are not handled by Simpl-Open, they remain the responsibility of the Governance Authority's billing system.

BP14B - Dunning rules enforcement

Based on the tracking of credit status of a Participant and the Dunning rules configured for the monetisation model applicable to them, actions are triggered to enforce these Dunning rules. This policy can range from notified warnings and grace periods to service access restrictions (e.g. banned from publishing).
