Overview
This supporting activity covers the management of metadata quality rules and related governance rules, which supports the management of resource descriptions (BP05B). When a Provider creates or updates resource descriptions, they will receive insights in the quality of the metadata they provided and only high quality resource descriptions are accepted for publication. Upon the search of resources (BP06), Consumers are supported by receiving insights in the quality of the metadata of the found resources and by giving them the opportunity to filter search results based on quality scores.
Core concepts metadata quality management:
- Metadata quality rules are defined based on the values of the properties of a resource description and the outcome is a quality score;
- Metadata quality rules are linked to metadata quality dimensions (e.g. Accuracy, completeness, timeliness, availability) ;
- Each metadata quality dimension can consist of multiple metadata quality rules. The metadata quality rules are combined with a weighted sum to determine the dimension quality score;
- The metadata quality overall score is determined by combining the metadata quality dimension scores using a weighted sum;
- The Governance Authority can define a metadata quality classification (e.g. Poor, Medium, Good) to label the level of quality for a specific metadata quality dimension;
- The metadata quality classification is determined based on quality score ranges (e.g. Poor: 0-40%, Medium: 40-60%, Good: 60-100%). The Governance Authority can configure the score ranges per metadata quality classification;
- The Governance Authority can define a metadata quality threshold for each metadata quality dimension. If the dimension quality score is lower than the metadata quality threshold, the publication of the resource description is rejected.

Simpl-Open supports the Governance Authority in the management of metadata quality rules by allowing them to:
- Create, update or delete metadata quality rules.
- Create, update, or delete metadata quality governance rules such as quality dimensions, quality calculation weights, quality score ranges, and quality thresholds.
Simpl-Open supports all Participants in their understanding of the metadata quality scores by allowing them to:
- Consult the available metadata quality rules and and related governance rules.
- Notifying them in the event of changes to the metadata quality rules and related governance rules.
Actors
The following actors are involved:
- Governance Authority: Management of metadata quality rules and related governance rules;
- All Participants: Consultation of metadata quality rules and related governance rules and notifications about changes of those rules.
Assumptions
None.
Prerequisites
- Data space is configured: The Governance Authority has configured the data space catalogue with the corresponding vocabulary and schemas to have the general structure of a resource description, contract clauses, and other vital components (Business Process 2).
Details
The following shows the detailed business process diagram and gives the step descriptions:

Trigger metadata quality management
The Governance Authority consults their current metadata quality rules and related governance rules and decides whether to create a new metadata quality or metadata quality governance rule, to update an existing metadata quality or metadata quality governance rule, or to delete an existing rule. This initiates the management of metadata quality.
Manage metadata quality rules
SA06.01 Create a metadata quality rule
The Governance Authority creates a new metadata quality rule by:
- Defining the logic that determines the quality score based on the evaluation of the values of the properties from the resource description (e.g. the quality score for the dimension completeness is determined by evaluating the amount of optional properties that the Provider has submitted);
- Linking the metadata quality rule to a metadata quality dimension;
- Adding a quality calculation weight for calculating the dimension quality score.
SA06.02 Update a metadata quality rule
- The Governance Authority updates a selected metadata quality rule by updating:
- The logic that determines the quality score;
- The link to the metadata quality dimension;
- The quality calculation weight for calculating the dimension quality score.
SA06.03 Delete a metadata quality rule
- The Governance Authority deletes a selected metadata quality rule.
Manage metadata quality governance rules
SA06.04 Create a metadata quality governance rule
The Governance Authority creates a new metadata quality governance rule:
- Create a new metadata quality dimension, including the quality calculation weight for calculating the metadata quality overall score;
- Create a new metadata quality classification for the metadata quality overall score;
- Create a new metadata quality classification for a specific quality dimension;
- Create a new quality score range for the metadata quality overall score;
- Create a new quality score range for a specific quality classification;
- Create a new metadata quality threshold.
SA06.05 Update a metadata quality governance rule
The Governance Authority updates a selected metadata quality governance rule.
SA06.06 Delete a metadata quality governance rule
The Governance Authority deletes a selected metadata quality governance rule.
Overarching
SA06.07 Calculate and store the metadata quality scores and classifications
The Governance Authority calculates and stores the following metadata quality scores and classifications when the underlying metadata quality rules or metadata quality governance rules are changed.
- The metadata quality score for each dimension;
- The metadata quality classification for each dimension;
- The metadata quality overall score;
- The metadata quality classification for the metadata quality overall score.
SA06.08 Notify all Participants about changes to metadata quality and metadata quality governance rules
The Governance Authority notifies all Participants about changes to metadata quality and metadata quality governance rules so that they can check the updated quality scores of the resources they published or consumed.
Outcomes
- Metadata quality rules defined, updated, or deleted: The Governance Authority has created, updated, or deleted metadata quality rules, and Participants have been notified.
- Metadata quality governance rules defined, updated, or deleted: The Governance Authority has created, updated, or deleted metadata quality governance rules, and Participants have been notified.
