5B.5.3 - The Governance Authority validates the versioning of a new version of a Resource description

Simpl-Open shall support the Governance Authority

to automatically validate the versioning of a new version of a Resource description, so that e.g. there are no gaps between version numbers and the same version number is not set in two different versions of a Resource description.
