3a.3.6 - Onboarding requests - automated tracking and monitoring

Description

SIMPL shall provide a service that monitors the incoming requests for onboarding status and documents and:
- checks the submitted resources/documents against the previously defined ruleset: mandatory or not, presence, content (when applicable).
- launch the automatic onboarding procedure if the previously defined ruleset is fullfilled.
- detect and notify the dataspace governance authority of a new onboarding request available.
- detect and notify the dataspace governance authority of updates on a request for onboarding, e.g. a new document/comment is added.
- detect and notify the applicant dataspace participant if additional activities are needed.
