3a.3 - Onboarding of a new data space participant - review of the onboarding request

Description

Simple shall provide support for the review of the onboarding requests as follows. Depending on the rules set by the Data Space Governance Authority, 
+ Either the request shall be handled automatically 
+ Or the Data Space Governance Authority is notified of the new request for onboarding. In this case, Simpl shall provide a UI so that the Data Space Governance Authority can review the documents and approve or reject the participation. Simpl shall inform the applicant of the decision.

"Dataspace Governance Authority" simplifies the reality.

It is likely (but not necessarily) a legal entity, so you cannot assume it has LEI.
It will have employees, some of whom will be assigned the job to process onboarding requests. They should not have to access the system using an organizational ID.
There will be various workflows:
Automatically evaluated information -- either automatically accepted or requiring human review
Non-automatic criteria to be evaluated by certain humans.
Possibilities of human approval (overall), or additional review steps (manager), even the Board of the DGA.
There may be additional workflows for remediation, appeal, etc.

Hi Mark, the onboarding procedure pertains solely to issuing a credential for securely connecting your agent to the dataspace (refer to 2-tier IAA). This process does not encompass legal identity authentication, authorisation, or legally binding signatures.
All tasks related to legal identities, authentication/authorisation, and legally binding signatures fall outside the scope of the onboarding procedure. Approval for onboarding occurs after validation through secondary channels, which may include document verification, contract signing, and other requirements set by the Dataspace Governance Authority
