3a.3.4 - Onboarding requests - rejection support

Description

Simpl shall provide a UI and an API where:
- the data space governance authority can reject the onboarding procedure request.
- the data space governance authority produces a report on the rejection causes, requests missing documentation or additional arbitrary documentation to re-evaluate the onboarding request.
- the data space governance authority can permanently close the onboarding request or establish a time frame (expiration) in which the request will be automatically closed by the system if no action has been taken.
