1.4.1 - Participant deletes a data orchestration workflow

Description

Simpl-Open shall allow a Participant to delete an existing data orchestration workflow via UI and API, provided that there are no published datasets, whose consumption would trigger that data orchestration workflow. If such dependencies exist, Simpl-Open shall prevent deletion. When a data orchestration workflow is deleted, all past execution logs related to it shall be preserved for audit and traceability purposes, even though the data orchestration workflow itself is no longer available.
