1.2.1 - Availability and display of guidelines

Description

It is assumed that the Dataspace Governance Authority will provide  guidelines specifying the necessary steps for publishing an application in the catalog. In this regard:
- Simpl shall provide a UI that outlines security and quality requirements, as well as the roles and responsibilities of users involved in the process
- Simpl shall provide a UI that displays policies for application upload, required information during the upload process, and the approval process for making applications available within the catalog.
