5.6.1 - Creating self-description

Description

Simpl shall provide a UI and API for a data provider to:
- select one of the data governance provided schemas which describe the mandatory and optional structure of self-description (the one in SIMPL-1728 or any other created by the Dataspace Governance Authority SIMPL-1749). 
- optionally extend the provided schemas.
- interactively, if using the UI, create a self-description based on the schema file that has been created before.
-  sign a self-description for upload.
