Building the future of agricultural data: the Common European Agricultural Data Space advances in exploring how to integrate Simpl-Open with a new Legal and Organisational Workshop

Simpl-Live feasibility study is moving forward with its work related to the Common European Agricultural Data Space (CEADS) through specific workshops. These workshops gather stakeholder perspectives on regulatory, organisational, business, and governance challenges that shape the design of CEADS.

Key insights from the Legal and Organisational CEADS Workshop

✅📍 Understanding the CEADS ecosystem

In the workshop, a shared understanding emerged that CEADS is envisioned as a federation of participating Data Space Initiatives (DSIs). Each Participating DSIs may manage their own ecosystem, with unique stakeholders, regulatory requirements, and technical challenges. CEADS will provide the common framework, standards, and tools to ensure federation and interoperability, enabling secure and trusted data exchange while respecting the autonomy of each DSI.

The discussion underscored that CEADS is being designed as a technology-agnostic, federated architecture, also based on established principles, standards and components; which may include DSSC, Eclipse, and IDS-RAM. Stakeholders noted that its modular, composable building blocks will allow DSIs to implement solutions tailored to their specific needs while remaining interoperable across the federation. The session also explored decentralised governance models, metadata standards, and federated observability approaches. These were seen as key to ensuring participants can manage permissions and consents effectively, while allowing data consumers to trust the services and datasets available.

📊Addressing regulatory alignment and personal data challenges

The workshop emphasised the need for an in-depth understanding of the regulatory requirements for CEADS and strong safeguards for handling personal and business data. The discussions revealed that Simpl-Open will have to translate the need to foster trust. 

A key concern raised during the session was compliance with the GDPR and trade secret provisions under the Data Act. Since CEADS may involve handling personal information, farm(er) and business data, clear agreements, consent mechanisms, and safeguards were considered essential. The debate also touched upon the European Commission’s Digital Identity strategy, with the EU Digital Wallet noted as a potential tool to ensure secure, user-controlled, and interoperable digital identities for participants in the data space.

🛠 Simpl-Open supporting CEADS

During the workshop, Simpl-Open was seen as a technical enabler. The middleware will be able to connect DSIs securely while keeping data under the control of its original owners. It was highlighted that Simpl-Open’s components enabling, among others, consent management, access control, and GDPR-compliant handling of personal data, contribute to  address the regulatory and trust challenges discussed.

Participants highlighted that Simpl-Open’s approach, with built-in mechanisms for responsible data handling, could support CEADS in creating a trustworthy Common European Agricultural Data Space. Interoperability regimes fostered aim to also allow for streamlined cross-sectorial data exchange.

What’s next?

In the coming months, the Simpl-Live CEADS Feasibility Study team will consolidate insights from these three workshops and upcoming detailed assessment workshops into a comprehensive fit-gap analysis. This will help defining  integration scenarios for Simpl-Open within CEADS, strengthening the acceleration of trusted exchange of agricultural data. Do you have any ideas?
