9.2.3 - Selecting a processing tool

Description

Simple shall provide a UI and API where a Data / Application / Infrastructure Consumer can:
- discover built-in processing tools (SIMPL-1621 ,SIMPL-1623, SIMPL-1625)
- discover tools provided in an Application Catalogue (SIMPL-1722, SIMPL-1723)
- choose a data processing tool from a list of built-in tools as well as tools provided in the Application Catalogue
- view usage policies for tools provided in the Application Catalogue (SIMPL-415)
- sign a usage contract for the selected tool in case the tool is from an Application catalogue. (SIMPL-415)
