5.9.1 - Mandatory quality rules

Description

Simpl shall:
-  validate  the compliance of Data/Application/Infrastructure Provider's self-description with the mandatory data quality rules provided by the Data Governance Authority (SIMPL-1358, SIMPL-1363).
- Reject/accept a dataset depending on whether it meets mandatory quality rules (SIMPL-1308)
