5.4 - Enable and enforce usage policies - Assignment of a policy

Description

Simpl shall provide a mechanism to define new usage policies in a structured and verifiable way. These usage policies shall be stored also in a machine-readable way.
When a Data/Application/Infrastructure Provider provides a new usage policy, Simpl verifies if it complies with the structure imposed by Simpl. The provider can then assign the usage policy to a dataset/application/infrstructure. The usage policie can be updated by a provider. Simpl must store the usage policy.
