5.4.1 - Assign usage policy

Description

Simpl shall:
- Offer a UI and API enabling the Provider to assign a usage policy to a self-description of a dataset/application/infrastructure (SIMPL-1704).
- store a defined usage policy in a machine-readably way as part of the self-description
