9.6.1 - Enforce usage policies

Description

Simpl shall ensure that a data/application/infrastructure consumer must agree to the usage policies before interacting with the dataset/application/infrastructure (references to be added). For the components of the usage policy see the glossary. If they agree to the usage policy, Simpl shall initiate the establishment of a usage contract if applicable. Establishment of a usage contract is a requirement still to elaborate. Simpl shall allow sharing, searching (SIMPL-1722, SIMPL-1723), accessing (SIMPL-1773) or usage (SIMPL-1774) (e.g. processing) according to the defined usage policies.
