3a.2.1 - Create credential request

Description

SIMPL shall provide a UI and an API where:
- the approved applicant participant can create a private/public keypair and store them.
- the approved applicant participant can create and fill the request for credentials, including the public key and the needed information (e.g. OU, City, CN, FQDN ...).
- the approved applicant participant can submit the request for credentials to the data space Governance Authority and start the credentials creation process.
