5.7.1 - Removing self-description

Description

Simpl shall provide:
- an API where a data provider can remove a self-description of an existing dataset, if the data provider is the owner of it
- an UI where a data provider can remove a self-description of an existing dataset, if a data provider is the owner of it. 
- a notification to Data Consumers who have a contract signed on this dataset that the self-description has been revoked.
