5.5.1 - Create usage policy

Description

Simpl shall:
- provide a UI and API where a data/application/infrastructure Provider can define a new usage policy in a structured and verifiable way (see glossary for the definition of usage policy)
- provide a documentation to a data/application/infrastructure Provider on how to define the usage policies
- validate the completeness and correctness of the structure that has been imposed by Simpl
- provide information on the validation results to a data/application/infrastructure Provider
