2.5.2 - Update vocabulary

Description

Simpl shall provide a UI and an API for the Dataspace Governance Authority to:
- update a vocabulary by adding new values
- update a vocabulary by removing a value or updating one of the already present ones. In this second scenario the update will consist in a deactivation of the current vocabulary (as it might already have been used) and creation of a new one
