2.2.1 - Catalogue Management

Description

Simple shall provide the UI and API where:
- Data/ Application/ Infrastructure Consumer can discover a dataset/application/infrastructure in the catalogue
- Provider can create a dataset/application/infrastructure entry in the catalogue
(SIMPL-1704, SIMPL-1705)
- Provider can update a dataset/application/infrastructure entry in the catalogue (SIMPL-1708)
- Provider can remove  a dataset/application/infrastructure entry from the catalogue (SIMPL-1709)
