5.9 - Validation of metadata onboarding - syntax, semantic and quality

Description

Simpl shall verify the syntax, semantic and quality rules when onboarding a dataset/application/infrastructure. The Data/Application/Infrastructure Provider who is onboarding the dataset/application/infrastructure is informed of the result. If mandatory rules are not fulfilled or the quality of the metadata is below the defined threshold, the dataset/application/infrastructure is not onboarded
