5.9.2 - Recommended quality rules

Description

Simpl shall:
- validate the compliance of Data/Application/Infrastructure Provider's self-description with the recommended quality rules provided by the Data Governance Authority.
- provide a rating based on the evaluation of the recommended quality rules and the algorithm defined by the governance authority
- reject the dataset if the data quality threshold exists (e.g. the overall rating should not be less the 80%), and is not met (SIMPL-1698)

Example: One recommended quality rule state that 10 different optional fields can exists, but at least 6 of the 10 needs to be in the self-description.
