Interoperability
Description
Interoperability is the ability of organisations to interact towards mutually beneficial goals, involving the sharing of information and knowledge through the business processes they support, by means of data exchange between their ICT systems.
Simpl-Open shall enable interoperability between its participants by allowing them to share resources such as data, infrastructure and applications in a well-specified and standards-based manner.
The architecture must support interoperability across all four layers defined by the EIF:
- Legal – ensuring that data sharing complies with applicable laws and regulatory frameworks.
- Organisational – aligning governance models, responsibilities, and operational processes between participants.
- Semantic – guaranteeing that the meaning of exchanged information is preserved and understood across systems.
- Technical – ensuring that the ICT systems, interfaces, and protocols can interact reliably.
While Simpl-Open promotes cross-organisational collaboration, it remains agnostic to the internal implementation details of each participant, thus preserving their autonomy.
Risks:
- Legal: Variability in data protection laws or conflicting national regulations can limit data exchange.
- Organisational: Misaligned governance or incompatible workflows may hinder collaboration.
- Semantic: Diverging vocabularies or taxonomies can lead to data misinterpretation.
- Technical: Incompatibilities between APIs, protocols, or data formats may disrupt system integration.
