1.3.1 - Identity provider federation APIs

Description

SIMPL shall provide a backend API where:
- the data space participant can request new credentials (through e.g. x.509 certificates, DID Documents, and future available tier 2 options), used as identity credential for the IAA Tier 2 and secure intra-agent communications. (SIMPL-1740)
- the data space participant can verify the credentials validity and the identity of other participants
