1.5.1 - Data space IAA Tier 2 customization

Description

SIMPL shall provide a UI where:
- the data space governance authority can set the IAA Tier 2 option (SIMPL-1611)
- the data space governance authority can describe the generation of ephemeral proofs containing participant identity attributes, during the IAA Tier 2 handshake, in the form of a standard signed verifiable credential, supporting both formats (https://www.w3.org/TR/vc-data-model/).
